Two adjacent /18s would make a /17, but we also have the /24 to aggregate. The lowest IP address in all the 3 subnets is 172.16.32.0; the highest is
172.16.191.255. The smallest netmask to aggregate this whole range is a /16, and it would have to start at 172.16.0.0 to cover the three smaller subnets.
